HOUSE BILL NO. 6177

A bill to amend 1954 PA 116, entitled

"Michigan election law,"

by amending section 510 (MCL 168.510).

the people of the state of michigan enact:

Sec. 510. (1) At least once a month, the county clerk shall forward a list of the last known address and birth date of all persons individuals over 18 years of age who have died within in the county to the clerk of each city or township within in the county. The city or township clerk shall compare this list with the registration records and cancel the registration of all deceased electors.

(2) For each registered elector who has been assigned a placeholder date of birth on the qualified voter file because the actual date of birth of the registered elector is unknown, the secretary of state shall, by March 31, 2021, send by forwardable mail both of the following to the elector:

(a) A postage prepaid and preaddressed return card on which the elector may verify his or her date of birth.

(b) A notice that contains the following statement:

"The secretary of state has received information indicating the elector's date of birth is not recorded on the qualified voter file. The elector must complete and return the enclosed card to the secretary of state with the elector's date of birth and with a postmark of 15 days or more before the date of the next election. If the enclosed card is not completed and returned to the secretary of state with a postmark of 15 days or more before the date of the next election, the elector may be required to affirm his or her date of birth in writing before being permitted to vote. Further, if the elector does not engage in any voter initiated activity or verify the elector's date of birth within the period beginning on the date of the notice and ending on the first business day immediately following the second general November election that is held after the date on the notice, the registration of the elector will be canceled."

(3) If a notice sent under subsection (2) is returned to the secretary of state by the post office as undeliverable, the secretary of state shall identify the registration record of that elector as challenged as provided in this act. If the elector does not engage in any voter initiated activity or verify the elector's date of birth within the period beginning on the date of the notice and ending on the first business day immediately following the second general November election that is held after the date on the notice, the secretary of state shall cancel the registration of that elector and notify the appropriate city or township clerk of the cancellation.
