A bill to amend 1979 PA 94, entitled
"The state school aid act of 1979,"
(MCL 388.1601 to 388.1897l) by adding section 23.
the people of the state of michigan enact:
Sec. 23. (1) In addition to the
appropriations in section 11, there is appropriated an amount not to exceed $5,000,000.00
from the state school aid fund for 2020-2021 for the purposes of this section.
The department shall establish a program to distribute this funding to eligible
districts as described under subsection (3) in the manner described under
subsection (4).
(2) A district shall apply for funding under this section in a form and manner prescribed by the department.
(3) A district that establishes in its application submitted under subsection (2) that its average pupil to teacher ratio has decreased by 1 pupil from the immediately preceding fiscal year to the current fiscal year is an eligible district under this section.
(4) From the amount appropriated under subsection (1), the department shall pay to each eligible district under this section an amount equal to $25.00 per membership pupil in the eligible district. The department shall distribute funding under this section in an order of priority through which an eligible district is paid before any other eligible district with a lower average pupil to teacher ratio in the current fiscal year is paid. The eligible district with the lowest average pupil to teacher ratio in the current fiscal year must be paid last under this section.
(5) Notwithstanding section 17b, the department shall make payments to districts under this section on a schedule determined by the department.
