HOUSE BILL No. 5909

 

 

May 1, 2018, Introduced by Reps. Zemke, Camilleri, Greig, Chang, LaGrand, Wittenberg, Love, Faris, Pagan and Guerra and referred to the Committee on Education Reform.

 

     A bill to amend 1976 PA 451, entitled

 

"The revised school code,"

 

(MCL 380.1 to 380.1852) by adding section 1161.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 1161. (1) Beginning in the 2018-2019 school year, each

 

public school in this state shall establish and maintain a school

 

library that meets at least all of the following:

 

     (a) Provides resources for pupils and teachers in a manner

 

that is designed to strengthen pupil learning. These resources must

 

include a collection and services that adequately support the

 

curriculum offered by the school. The building-level school

 

administrators shall ensure that pupils and teachers have efficient

 

access to these resources, including, but not limited to, making

 

collection resources available in both print and electronic form.

 


     (b) Is operated on a flexible schedule that allows pupils and

 

teachers access to the resources of the school library when it is

 

necessary or convenient for pupil learning.

 

     (c) Serves as a community resource by providing parents and

 

legal guardians of the school's pupils and community members access

 

to the school library's resources, as determined appropriate by the

 

school.

 

     (2) Beginning in the 2018-2019 school year, each public school

 

in this state shall ensure that each school library operated by the

 

public school participates in a statewide interlibrary loan system

 

including, at least, MeLCat.

 

     Enacting section 1. This amendatory act takes effect 90 days

 

after the date it is enacted into law.
