A bill to amend 1939 PA 280, entitled
"The social welfare act,"
(MCL 400.1 to 400.119b) by adding section 10h.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 10h. (1) An entity or agency with which the department
contracts to provide services under this act shall disclose if the
entity or agency is providing services for refugees in this state
through a contract with the federal government, if they are also
receiving state money for those contracts, and if there is a
conflict of interest in those contracts.
(2) An entity or agency that is providing services to refugees
in this state shall do all of the following:
(a) Inform the department of state police of any incident or
failure in placement that may be related to a human trafficking
event or related to a security issue for the state.
(b) Annually update the department of state police and the
office of refugee services within the department regarding the
status of all unaccompanied minors brought into the state under a
federal contract.
(c) Annually update the department of state police and the
office of refugee services within the department regarding the
status of all refugees brought into the state under a federal
contract.
(d) Annually report to the department on state contracts or
programs being used to provide services to refugees or people who
had refugee status within the last 5 years.
(e) Comply with all federal immigration laws, including prior
notification of local units of government upon acceptance of a
contract or 60 days before placement of refugees.
(f) Comply with federal immigration laws by placing refugees
in areas with absorption capacity and by making placements in
communication with local units of governments and the office of
refugee services.
(g) Work with the Michigan Works! agency to provide diversity
in opportunities and location to comply with federal immigration
law and provide possibilities for employment.
Enacting section 1. This amendatory act takes effect 90 days
after the date it is enacted into law.
