SUBSTITUTE FOR
HOUSE BILL NO. 4321
A bill to make, supplement, and adjust appropriations for
various state departments and agencies for the fiscal year ending
September 30, 2018; and to provide for the expenditure of the
appropriations.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
PART 1
LINE-ITEM APPROPRIATIONS
Sec. 101. There is appropriated for the various state
departments and agencies to supplement appropriations for the
fiscal year ending September 30, 2018, from the following funds:

PART 2
PROVISIONS CONCERNING APPROPRIATIONS
GENERAL SECTIONS
Sec. 201. Pursuant to section 30 of article IX of the state
constitution of 1963, total state spending from state sources under
part 1 for the fiscal year ending September 30, 2018 is
$175,000,000.00 and total state spending from state sources to be
paid to local units of government is $106,575,000.00.
Sec. 202. The appropriations made and expenditures authorized
under this act and the departments, commissions, boards, offices,
and programs for which appropriations are made under this act are
subject to the management and budget act, 1984 PA 431, MCL 18.1101
to 18.1594.
STATE TRANSPORTATION DEPARTMENT
Sec. 301. Funds appropriated in part 1 for cities and villages
shall be distributed among cities and villages in accordance with
section 13 of 1951 PA 51, MCL 247.663 to be used only for the
construction or preservation of city and village streets.
Sec. 302. (1) Funds appropriated in part 1 for county road

commissions shall be distributed among county road commissions in
accordance with section 12 of 1951 PA 51, MCL 247.662 to be used
only for the construction or preservation of county roads.
(2) As used in this part, "county road commission" means that
term as defined in section 10c of 1951 PA 51, MCL 247.660c.
Sec. 303. (1) Funds appropriated in part 1 for state trunkline
preservation and next generation technologies and service delivery
shall be used as follows:
(a) Not less than $53,425,000.00 shall be used for the
preservation of state trunkline roads and bridges in accordance
with section 11 of 1951 PA 51, MCL 247.661.
(b) Not more than $15,000,000.00 may be used for projects
related to next generation technologies, hydrogen fueling stations,
and service delivery, including demonstration projects related to
enhanced transportation services for senior citizens and persons
with disabilities.
(2) The state transportation department shall submit a report
to the state budget director, the chairs of the house and senate
committees on appropriations, the house and senate appropriations
subcommittees on transportation, and the house and senate fiscal
agencies on the use of funds appropriated for next generation
technologies and service delivery, including a description of
projects, the status of projects, and a breakdown of expenditures
by project. The report shall be submitted on or before March 1,
2019.
[Funds appropriated in part 1 shall not be used by a governmental entity to purchase, construct, operate, or maintain a communications network to provide service to any residential or commercial premises. This prohibition does not apply to state expenditures for a transportation purpose, connected vehicle communication technologies, or other transportation related activities.]
