A bill to amend 1968 PA 318, entitled

"An act to implement the provisions of section 10 of article 4 of the constitution relating to substantial conflicts of interest on the part of members of the legislature and state officers in respect to contracts with the state and the political subdivisions thereof; to provide for penalties for the violation thereof; to repeal all acts and parts of acts in conflict with this act; and to validate certain contracts,"

by amending the title and section 1 (MCL 15.301).

the people of the state of michigan enact:

TITLE

An act to implement the provisions of section 10 of article 4 IV of the state constitution of 1963 relating to substantial conflicts of interest on the part of members of the legislature and state officers in respect to contracts with the this state and the political subdivisions thereof; of this state; to prohibit a member of the legislature from voting on certain bills or alternative measures; to provide for the power and duties of legislative committees on ethics and conflicts of interest; to provide for penalties for the violation thereof; certain violations; to repeal all acts and parts of acts in conflict with this act; and to validate certain contracts.

Sec. 1. This statute is enacted for Except for sections 7 and 8a, the purpose of implementing the provisions of this act is to implement section 10 of article 4 IV of the state constitution of 1963. Therefore, this This act shall be taken into consideration in determining the construction and used in construing and giving effect to be given the constitutional section, insofar as the same is section 10 of article IV of the state constitution of 1963, to the extent the construing and giving effect is constitutionally possible.

Enacting section 1. This amendatory act does not take effect unless all of the following bills of the 102nd Legislature are enacted into law:
