HOUSE BILL No. 4181

 

February 5, 2009, Introduced by Reps. Denby, Kowall, Rogers, Opsommer, Wayne Schmidt, Walsh, Crawford, Moss and Rick Jones and referred to the Committee on Health Policy.

 

     A bill to provide for the creation and operation of a program

 

to allow public employers to participate in the state health plan;

 

and to prescribe powers and duties of certain state officers and

 

agencies.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 1. As used in this act:

 

     (a) "Commission" means the civil service commission.

 

     (b) "Public employer" means a city, village, township, county,

 

or other political subdivision of this state; any

 

intergovernmental, metropolitan, or local department, agency, or

 

authority, or other local political subdivision; a school district,

 

a public school academy, or an intermediate school district, as

 

those terms are defined in the revised school code, 1976 PA 451,

 


MCL 380.1 to 380.1852; a community college or junior college

 

described in section 7 of article VIII of the state constitution of

 

1963; or an institution of higher education described in section 4

 

of article VIII of the state constitution of 1963.

 

     (c) "State health plan" means a benefit plan for providing

 

medical, optical, or dental benefits to employees or their

 

dependents that this state offers to a nonexclusively represented

 

employee in the classified state civil service.

 

     Sec. 2. (1) The commission shall create and operate a program

 

to allow a public employer to participate in a state health plan by

 

purchasing the state health plan benefits for its employees.

 

     (2) The program shall provide that the public employer shall

 

pay the full cost to the state of the state health plan coverage

 

not later than the first day of the month for which coverage is

 

sought or as otherwise determined by the commission.
