Summary

Requiring the Secretary of Labor to delegate to the Office of Administrative Hearings the authority to hold contested case hearings under certain circumstances; requiring the Secretary to conduct a predetermination investigation before seeking the recovery of unemployment insurance benefits paid to a claimant; and altering certain procedures by which the Secretary may recover an overpayment of unemployment insurance benefits.
