Summary

Prohibiting a procurement officer and any other employee responsible for the procurement of goods and services on behalf of a unit that is not meeting a certain minority business enterprise goal or making improvements in meeting the goal from receiving a promotion or merit increase under certain circumstances; requiring that, if there is no improvement toward meeting a certain goal in 3 consecutive fiscal years, the employee responsible for procurement shall have their employment terminated or be assigned to a different position; etc.
