Summary

Requiring, on or before January 1 each year, and based on certain star ratings, each county board of education to notify the parents or guardians of students in a failing school that the school is failing and provide a list of options; establishing the Right to Learn Program to provide students in failing schools with certain scholarships; establishing the Broadening Options and Opportunities for Students Today Program to provide scholarships for students eligible for free and reduced-price lunches to attend a non-public school; etc.
