Altering the application of certain prohibitions relating to certain address confidentiality programs for victims of domestic violence and human trafficking; and altering certain penalties for a person who knowingly and intentionally obtains or discloses the actual address or telephone number of a participant in certain address confidentiality programs under certain circumstances.
