Establishing a Per Pupil Adequacy Target Grant to provide funds to county boards of education that meet certain criteria; stating the purpose of the grants; requiring a certain grant amount to be provided to certain county boards beginning in fiscal year 2019; requiring the Governor to include in the annual budget bill a certain appropriation beginning in fiscal year 2019; requiring certain county governments to provide certain appropriations in order for certain county boards to be eligible to receive a certain grant; etc.
