Summary

Allowing first-time homebuyers and other specified homebuyers specified credits against the State income tax for 1% of the purchase price of specified homes, not exceeding $5,000; providing that a married couple filing a joint return may not claim the credits under specified circumstances; applying the Act to taxable years beginning after December 31, 2009; etc.
