Summary

Requiring that in certain elections conducted by a village community association for a village of Columbia each owner of a residential lot is entitled to one vote; and requiring that, if a village community association for a village of Columbia allows lessees to vote in certain elections conducted by the village community association, each holder of a residential leasehold is entitled to one vote.
