Summary

Create new sections of KRS Chapter 237 to define terms; prohibit identified entities from enforcing federal firearm bans; prohibit identified entities from adopting rules, regulations, or ordinances that require enforcement of federal firearm bans; prohibit identified entities from allocating public resources or moneys in the enforcement of federal firearm bans; establish that federal laws, orders, or regulations that infringe upon Second Amendment rights shall be invalid and not recognized in the Commonwealth of Kentucky; create liability for enforcement of federal bans that infringe on law-abiding citizens' rights; establish a civil penalty for violations; waive sovereign immunity; provide that the Act may be cited as the Kentucky Second Amendment Preservation Act; EMERGENCY.
