Create a new section of KRS Chapter 178 to set forth the procedures for the closure of public railroad grade crossings; provide for an appeals process; amend KRS 177.120 setting forth when the Department of Highways may consider a railroad crossing as a candidate for closure; set forth criteria for the Department of Highways to apply to railroad crossing decisions.
