MADAM PRESIDENT:
I offer the following resolution and move its adoption:
A SENATE RESOLUTION urging the Legislative Council to
assign to an interim study committee the topic of part-time student
completion rates.
Whereas, The percentage of part-time students enrolled in
postsecondary education in Indiana colleges and universities is
greater than those who attend full time;
Whereas, The state financial aid dollars accessed by these students,
at approximately 2%, are only a fraction of the total grant
expenditures for Indiana;
Whereas, The State of Indiana has signed on to the "Big Goal" of
increasing the number of Hoosiers who have higher education to 60%
of the state's population by the year 2025;
Whereas, Far less than a quarter of part-time students complete their
degrees on time; and
Whereas, Indiana must support its part-time students in achieving
the skills and knowledge that come with degree completion and
credentials: Therefore,
of the General Assembly of the State of Indiana:
SECTION 1. That the Indiana Senate urges the Legislative Council to assign to an interim study committee the topics of part-time student completion rates and necessary resources for improving these rates.
SECTION 2. That the committee, if established, shall operate under the direction of the Legislative Council and shall issue such reports as directed by the council.
