SENATE RESOLUTION


     MADAM PRESIDENT:

    I offer the following resolution and move its adoption:

    A SENATE RESOLUTION urging the Indiana General Assembly to assign to the Health Finance Commission the subject of minority prenatal health care issues, including inconsistent data collection and infant mortality.

    Whereas, Infant death is a critical indicator of the health of a population. It reflects the overall state of maternal health as well as the quality and accessibility of primary health care available to pregnant women and infants;

    Whereas, The top three causes of infant deaths are disorders related to short gestation and low birth weight, congenital anomalies and Sudden Infant Death Syndrome;

    Whereas, The infant mortality rate for minorities in Indiana is higher than the infant mortality rate for non-minorities; and

    Whereas, Current record keeping of births in Indiana is inadequate, and inconsistencies in the data collection and reporting practices for Live Birth Work Sheets and Birth Certificates result in gaps and barriers for identifying and reporting the behavioral causes and impacts on infant deaths in Indiana; therefore,


    

Be it resolved by the Senate of the

General Assembly of the State of Indiana:


    SECTION 1. That the Indiana General Assembly acknowledges the importance of prenatal health issues.
    SECTION 2. That the Indiana General Assembly will assign this matter to the Health Finance Commission to evaluate this matter and make recommendations to help decrease the infant mortality rate.
