MADAM PRESIDENT:
I offer the following resolution and move its adoption:
A SENATE RESOLUTION urging the legislative council to
require the Department of Child Services to report their policies
regarding child abuse and neglect to the Health Finance Commission.
Whereas, Children are Indiana's most precious resource;
Whereas, It is essential to provide for the health, safety,
and well-being of Indiana's children; and
Whereas, Child abuse causes unspeakable pain and
suffering to our most vulnerable citizens: Therefore,
SECTION 1. That the Legislative Council is urged to require the
Department of Child Services to report their policies regarding child
abuse and neglect to the Health Finance Commission.
SECTION 2. That before October 31, 2012, the Department of
Child Services shall report orally and in writing the following
information to the Health Finance Commission:
(1) The Department's policies and procedures for removing a
child from the home of a parent, guardian, or custodian in cases
of alleged or substantiated child abuse or neglect.
(2) The number of reports filed against a parent, guardian, or
custodian before the Department removes a child from the home.
(3) The number of substantiated claims of child abuse or neglect
in 2011 and the action taken by the Department for each claim.
