    A CONCURRENT RESOLUTION honoring and thanking John (Jack) M. Ross for his 38 years of dedicated public service on behalf of the citizens of Indiana.


    WHEREAS, Jack Ross is a graduate of Purdue University (B.S., 1969) and Indiana University School of Law, Indianapolis (J.D., 1974), and served honorably in the United States Army/Indiana National Guard (1969-1970);

    WHEREAS, Jack Ross demonstrated a keen sense of both justice and civility as he began his State House career as the Assistant Senate Democratic Attorney in August 1974;
    
    WHEREAS, Jack Ross, in addition to his private law practice, his other entrepreneurial business pursuits, and his many civic and charitable activities, served as Chief Legal Counsel to the Senate Democrats from 1977 to 1997;

    WHEREAS, in June 1997, Jack Ross became Deputy Director and Chief Counsel to the Indiana State Lottery Commission, and was named Director in January 2001. Under his leadership, the Lottery generated annual sales of $735M and produced an annual profit of $200M, thereby earning him respect, admiration, and gratitude throughout the State of Indiana;
    WHEREAS, in November 2005, Jack Ross rejoined the Indiana Senate Democratic Attorney's Office bringing back to the legislative halls of the State House his deep institutional knowledge, and his collegial positive attitude of working together for the greater good of all Hoosiers;

    WHEREAS, in July 2007, the Legislative Council selected Jack Ross to serve as the Executive Director of the Legislative Services Agency (LSA), the nonpartisan legal and fiscal agency dedicated to the support of the Indiana General Assembly, a role Jack has fulfilled with dedicated determination, while gaining the friendship and admiration of his coworkers throughout the agency;

    WHEREAS, Jack Ross is retiring November 30, 2012, as Executive Director of LSA, having served Legislators of both the Indiana Senate and the Indiana House of Representatives, and the citizens of Indiana, with the utmost skill, knowledge, and attention to detail;

    WHEREAS, Jack Ross, the ultimate and true “family man,” will enjoy his retirement by spending more time with the love of his life, wife Sharon, his three boys Brian, Justin, and Gregory and their wives, and his grandchildren; and
    
    WHEREAS, Jack Ross will be forever known in the halls of the Indiana State House as a kind and gentle man, whose knowledge of the law is matched only by his deep sense of respect for the institution of the Indiana General Assembly, ever the uniter, bringing people together with kind words, a smile, and a twinkling eye to help the Indiana General Assembly to solve thorny problems facing Indiana's citizenry. Therefore,

Be it resolved by the Senate
of the Indiana General Assembly of the State of Indiana, the House of Representatives concurring:


SECTION 1. That the Indiana General Assembly hereby honors and thanks John (Jack) M. Ross for his 38 years of selfless public service on behalf of the citizens of Indiana.

SECTION 2. That the Secretary of the Senate is directed to transmit copies of this Resolution to John (Jack) M. Ross, his wife Sharon, and his sons Brian, Justin, and Gregory Ross.
