Bill Title: Controlled substance dispensing. Provides that a pharmacy or pharmacist may not sell or dispense a controlled drug in schedule II unless the pharmacy or pharmacist offers to sell or dispense the drug to the patient or patient's representative in a lockable vial. Provides for immunity from liability for a pharmacy, pharmacy personnel, and pharmacist in certain circumstances.
