Synopsis: Great Lakes task force. Establishes the Great Lakes
conservation and quality task force. Requires the task force to review
and discuss various topics related to the supply and quality of water in
the Great Lakes.

A BILL FOR AN ACT to amend the Indiana Code concerning
natural and cultural resources.
(1) IC 14-25-14, has the meaning set forth in IC 14-25-14-1;
(2) IC 14-25-16, has the meaning set forth in IC 14-25-16-1; and
(3) IC 14-25-17, has the meaning set forth in IC 14-25-17-1.
Chapter 17. Great Lakes Conservation and Quality Task Force
Sec. 1. As used in this chapter, "task force" refers to the Great Lakes conservation and quality task force established by section 2 of this chapter.
Sec. 2. (a) The Great Lakes conservation and quality task force is established.
(b) The task force consists of the following members:
(1) Four (4) members of the senate appointed by the president
pro tempore of the senate with advice from the minority
leader of the senate. Not more than two (2) members may be
from the same political party.
(2) Four (4) members of the house of representatives
appointed by the speaker of the house of representatives with
advice from the minority leader of the house of
representatives. Not more than two (2) members may be from
the same political party.
(3) One (1) member appointed by the governor.
(4) The director of the department of environmental
management or the director's designee.
(5) The director of the department of natural resources or the
director's designee.
(6) One (1) member representing an environmental or
conservation organization that is organized for the purpose of
protecting and preserving the Great Lakes.
(c) The chairman of the legislative council shall annually
appoint the chairperson of the task force.
Sec. 3. The task force shall meet at the call of the chairperson.
However, the task force shall meet at least once each calendar
quarter.
Sec. 4. At least seven (7) affirmative votes are necessary for the
task force to take any official action.
Sec. 5. The task force shall review and discuss various topics
related to the supply and quality of water in the Great Lakes and
the Great Lakes watershed, including:
(1) the availability of federal funds for projects related to
water quality and supply;
(2) the extent of water consumption and use from the Great
Lakes, including the Great Lakes watershed;
(3) levels of water pollution and the sources affecting water
quality of the Great Lakes, including the Great Lakes
watershed;
(4) the impact of water quality and supply issues on
recreational activities and natural habitats;
(5) the impact of invasive species on the Great Lakes and the
Great Lakes watershed ecosystem; and
(6) current laws and regulations affecting the Great Lakes,
including the Great Lakes_St. Lawrence River Basin Water
Resources Compact (IC14-25-15).
Sec. 6. The department of natural resources shall, with the
assistance of the department of environmental management,
provide staff and support for the task force and is responsible for
the administration of the task force.
Sec. 7. The members of the task force shall serve without
compensation.
Sec. 8. Any reports prepared by the task force must be
submitted to the general assembly in an electronic format under
IC 5-14-6.
