A HOUSE RESOLUTION urging the Legislative Council
to assign to the Tax and Finance Commission, or to another
appropriate committee, the topic of emergency borrowing from
the state.
Whereas, Sound public policy requires that Indiana have in
a place a comprehensive plan that lays out procedures and
conditions for local units of government and school
corporations in financial distress to obtain relief in the form of
emergency loans from the state: Therefore,
SECTION 1. That the Indiana House of Representatives urges the Legislative Council to assign to the Tax and Finance Commission, or to another appropriate committee, for interim study the topic of developing a comprehensive plan and set of parameters for distressed local units of government and school corporations to borrow funds from the state on an emergency basis.
