A RESOLUTION urging the Education Committee to
study the National Board for Professional Teaching Standards
(NBPTS), its rigorous teaching standards and assessments, and
pertinent research about NBPTS and the impact of National
Board Certification in developing, recognizing, and retaining
effective teachers and improving student performance.
Whereas, Research consistently shows that effective
teachers and leaders are the two most important school-level
influences on learning and student achievement;
Whereas, National Board Certification for teachers
embodies the very essence of what it means to be an effective
teacher;
Whereas, The National Board for Professional Teaching
Standards has for a quarter-century certified highly effective
teachers across all grade levels, K-12, in more than 20 content
areas, and in all 50 states, the District of Columbia, and the
U.S. territories;
Whereas, The rigorous standards and assessments of the
National Board provide policymakers with the tools to define
and measure teachers' impact on student learning; and
Whereas, The nonpartisan National Research Council
issued a comprehensive, Congressionally-mandated study in
2008 that found that National Board Certification has had a
positive impact on student achievement, teacher retention, and
professional development: Therefore,
Be it resolved by the House of Representatives of the
General Assembly of the State of Indiana:
SECTION 1. That the Indiana House of Representatives urges that
the Education Committee be assigned to: (1) study whether student
learning and achievement are captured in the National Board's
evidence-based standards and certification process; (2) review
pertinent studies about NBPTS and the impact of National Board
Certification on developing, recognizing and retaining effective
teachers, with the goal of improving student learning; and (3) explore
the addition to the current education reform agenda of legislation that
authorizes a pilot program to increase the number of Indiana teachers
seeking National Board Certification throughout Indiana.
