A HOUSE RESOLUTION urging the legislative council
to establish the Indiana Green Program Task Force.
Whereas, The creation and sustainment of green space are
vital to our economy and our country; and
Whereas, Indiana communities must evaluate their assets
and environmental conditions such as water quality, air quality,
hazardous waste sites, and other potential sources of pollution
to determine what is necessary to create an environmentally
forward-facing society: Therefore,
Indiana Green Program Task Force.
SECTION 2. That the task force, if established, must consist of the
following fifteen (15) members:
(1) Six (6) members of the senate appointed by the president pro
tempore of the senate with advice from the minority leader of the
senate. Not more than three (3) members may be from the same
political party.
(2) Six (6) members of the house of representatives appointed by
the speaker of the house of representatives with advice from the
minority leader of the house of representatives. Not more than
three (3) members may be from the same political party.
(3) The secretary of commerce appointed under IC 5-28-3-4 or
the secretary's designee.
(4) The director of the department of environmental management
or the director's designee.
(5) The director of the department of natural resources or the
director's designee.
SECTION 3. That the task force, if established, shall do the
following:
(1) Explore the feasibility of establishing an Indiana green
program to:
(A) create green space by:
(i) acquiring; or
(ii) creating;
natural habitats; and
(B) use green space as a means to promote economic
development.
(2) Recommend legislation to the general assembly to establish
an Indiana green program pilot project that does the following:
(A) Encourages the development and promotion of high
technology products and services for global export that are
related to industrial production practices that create or
sustain green space.
(B) For purposes of clause (A), focuses on computer system
hardware and software research and development products
and services by:
(i) conducting research and development efforts using
Indiana University resources;
(ii) establishing and using an industrial incubator
program; and
(iii) establishing a globally competitive entrepreneurial
ecosystem of Indiana based university and high
technology start-up companies.
SECTION 4. That the task force, if established, shall seek
technical assistance from the following:
