A HOUSE RESOLUTION to congratulate David Smith of
the Indiana Integrated Public Safety Commission on his
retirement, and to thank him for his service to the state.
Whereas, David Smith has worked in the field of public
safety communications for 44 years; and,
Whereas, of those years, 31 have been spent serving the
state of Indiana, first with the Indiana State Police, and then
with the law enforcement agencies and courts of Marion
County; and,
Whereas, in July of 1999, the General Assembly created the
Indiana Integrated Public Safety Commission (IPSC),
composed of members representing all areas of public safety,
and tasked it with the development and implementation of
Project Hoosier SAFE-T, a statewide digital voice and mobile
data communications network for public safety officials; and,
Whereas, for the last 10 years, Mr. Smith has worked
tirelessly in directing and coordinating every aspect of the
project, including financial development, policy development,
design and construction, and training in the use of the new
system.
Whereas, Mr. Smith is widely admired for his success with
the Project Hoosier SAFE-T, and as a result, according to one
of the Commissioners of the ISPC, "Indiana's strengths in
funding, governing, implementation, training and local buy-in
are the envy of 49 other states": Therefore,
SECTION 1. That the Indiana House of Representatives
congratulates David Smith on his retirement from a long and successful
career, and thanks David Smith for his invaluable service to the public
safety communications of the state of Indiana, particularly for his
vision and hard work in carrying out the work of Project Hoosier
SAFE-T at the request of the General Assembly.
SECTION 2. That the Principal Clerk of the House transmit a copy
of this resolution to David Smith.
