RESOLUTION



        A CONCURRENT RESOLUTION honoring James E. Koutz.

    Whereas, James E. Koutz, of Boonville, was elected national commander of the American Legion on August 30, 2012, at the organization's 94th National Convention in Indianapolis;

    Whereas, A veteran of the United States Army, James Koutz served an extended tour of duty in Vietnam with Company C 169th Engineer Battalion and was honorably discharged with the rank of Specialist 5 in March 1971;

    Whereas, Upon leaving the Army, James Koutz became a member of the American Legion;

    Whereas, James Koutz is a member of Post 200 as was his father, George, a World War II veteran and a past commander of the post;

    Whereas, James Koutz was honored as a life member of Post 200 in 1991 and has served as Post Commander for nine years;

    Whereas, During his time in the American Legion, James Koutz has held numerous elected and appointed offices at the post, county, district, department, and national levels;

    Whereas, As Indiana State American Legion Commander, James Koutz raised the Legion's membership to an all-time high;



    Whereas, At the national level, James Koutz served on the Foreign Relations Commission and as chairman of both the Economics and Legislative commissions, and is a member of the Citizens Flag Alliance and the Veterans' Planning and Coordinating Committee;

    Whereas, In recognition of his many accomplishments, James Koutz received a Sagamore of the Wabash from former Governor Evan Bayh and was recognized for outstanding community achievement of a Vietnam veteran by President Jimmy Carter;

    Whereas, James Koutz also received the Elks Distinguished Citizenship Award from the Grand Lodge of the Order of the Elks and Boonville Elks Lodge No. 1180; and

    Whereas, James Koutz has served his country and his state with honor and distinction and merits special recognition for his many accomplishments: Therefore,

Be it resolved by the House of Representatives

of the General Assembly of the State of Indiana,

the Senate concurring:

    SECTION 1. That the Indiana General Assembly congratulates James E. Koutz on his election as the National Commander of the American Legion and thanks him for his dedicated service to the state of Indiana and the nation.
    SECTION 2. That the Principal Clerk of the House of Representatives transmit a copy of this resolution to James E. Koutz.
