A BILL FOR AN ACT to amend the Indiana Code concerning
education and to make an appropriation.
Be it enacted by the General Assembly of the State of Indiana:

SECTION 1. IC 20-33-6.5 IS ADDED TO THE INDIANA CODE
AS A
NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
JULY 1, 2011]:
Chapter 6.5. Helpers Enhance Learning Potential Program
Sec. 1. This chapter applies to all public schools, including
charter schools that enroll students in grades 1 through 3.
Sec. 2. As used in this chapter, "program" refers to the helpers
enhance learning potential program established under section 3 of
this chapter.
Sec. 3. The helpers enhance learning potential program is
established to provide effective academic help for students enrolled
in grades 1 through 3. The program shall be administered by the
department. The department shall develop application forms and
program criteria to implement this section.
Sec. 4. (a) The department may issue a grant from the state
general fund to a school corporation for each school within the
school corporation that implements an approved helpers enhance
learning potential program not to exceed two dollars ($2) for each
grade 1, 2, and 3 student within an applicable school. The
department may approve a program that is substantially similar
to a helpers enhance learning potential program that existed prior
to July 1, 2011.
(b) There is appropriated a sufficient amount to the department
from the state general fund to implement this chapter.
Sec. 5. The department may identify and include on the
department's Internet web site model helpers enhance learning
potential programs for schools to follow in order to comply with
this chapter.
Sec. 6. The department must include on the department's
Internet website the following information:
(1) the name of each school awarded a grant under this
chapter; and
(2) the completed application submitted to the department for
each school described under subdivision (1).
Sec. 7. The department may require any accountability
measures it deems necessary to comply with this chapter.
Sec. 8. The department shall develop guidelines to implement
this chapter.
