Synopsis: Manufacturer's plates for subcomponent systems. Requires
the secretary of state to adopt rules to establish a classification of dealer
license plates for the manufacturers of vehicle subcomponent systems,
and permits rules to be adopted prescribing the general conditions for
use of license plates for the additional classification of manufacturers
of vehicle subcomponent systems. Sets a $10 fee for a dealer license
plate for a manufacturer of vehicle subcomponent systems. Requires
the secretary of state to adopt interim written guidelines regarding the
classification of dealer license plates for the manufacturers of vehicle
subcomponent systems.
Effective: Upon passage.

A BILL FOR AN ACT to amend the Indiana Code concerning
motor vehicles.
(b) "Manufacturer", for purposes of IC 9-18-26, in addition to a person described in subsection (a), includes a manufacturer of a vehicle subcomponent system.
(1) A factory branch office of the manufacturer.
(2) An authorized representative of the manufacturer.
(3) A partnership, a firm, an association, a joint venture, a limited liability company, a corporation, or a trust, resident or nonresident, that is controlled by the manufacturer.
The term does not include a converter manufacturer, an automotive mobility dealer, or a recreational vehicle manufacturer.
(1) Dealer-new.
(2) Dealer-used.
(3) Manufacturer.
(b) The secretary of state shall adopt rules under IC 4-22-2 to establish an additional classification of dealer license plates for the manufacturers of vehicle subcomponent systems and, by rule under IC 4-22-2, may prescribe the general conditions for the use of license plates for the additional classification of dealer license plates for manufacturers of vehicle subcomponent systems. The fee for a dealer license plate for a manufacturer of vehicle subcomponent systems is the fee under IC 9-29-5-14.5. The rules must provide that the dealer license plate for a manufacturer of vehicle subcomponent systems be displayed in accordance with IC 9-18-2-26.
(1) dealer's inventory being held for sale;
(2) usual operation of that manufacturer's or dealer's business;
(3) movement of that manufacturer's or dealer's inventory; or
(4) inventory of a manufacturer or dealer that is unattended by that manufacturer or dealer or the dealer's agent for a maximum of ten (10) days by a prospective buyer or a service customer.
AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE
UPON PASSAGE]: Sec. 8.5. A dealer license plate for a
manufacturer of vehicle subcomponent systems under section 2(b)
of this chapter may be used in accordance with rules adopted by
the secretary of state under IC 4-22-2.
(b) This SECTION expires on the earlier of the following:
(1) The date rules are adopted under IC 9-18-26-2(b), as amended by this act, and IC 9-18-26-8.5, as added by this act.
(2) December 31, 2011.
