body of a soil and water conservation district to approve payment of
certain expenses subject to review and approval at the governing body's

A BILL FOR AN ACT to amend the Indiana Code concerning
natural and cultural resources.
Be it enacted by the General Assembly of the State of Indiana:

SECTION 1. IC 14-32-4-24 IS ADDED TO THE INDIANA CODE
AS A
NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
1, 2010]:
Sec. 24. (a) Claims against a district must be allowed and
approved by the governing body of the district before payment by
the district's fiscal officer. However, the governing body may,
subject to review and approval at the governing body's next
regular meeting, authorize the following:
(1) Payroll.
(2) Insurance premiums.
(3) Utility payments.
(4) Bulk mailing fees.
(5) Maintenance agreements and service agreements.
(6) Lease agreements and rental agreements.
(7) Expenses that must be paid because of emergency
circumstances.
(8) Recurring or periodic expenses specifically authorized by
a resolution adopted at a governing body meeting.
(b) Each payment under this section must be certified by the
district's fiscal officer. The certification must be on a form
prescribed by the state board of accounts.
