Synopsis: Law enforcement academies. Imposes a $1 fee on each
bureau of motor vehicles (BMV) transaction on which a fee already is
imposed. Deposits the fees in the statewide basic training fund to
provide additional funding to law enforcement academies and training
centers that: (1) are certified by the law enforcement training board;
and (2) provide basic training to law enforcement officers. Makes a
continuous appropriation.
Effective: July 1, 2011.

A BILL FOR AN ACT to amend the Indiana Code concerning
public safety and to make an appropriation.
(1) law enforcement academy, including a law enforcement training academy established under section 10.5 of this chapter; or
(2) training center under section 15.2 of this chapter;
that provides basic training to law enforcement officers.
(b) The statewide basic training fund is established for the purpose of providing additional funding to eligible academies. The board shall administer the fund.
(c) The fund consists of the following:
(1) Fees deposited under IC 9-29-1-10.
(2) Appropriations from the general assembly.
(3) Gifts, grants, and donations to the fund.
(4) Interest that accrues from money in the fund.
(d) The expenses of administering the fund shall be paid from money in the fund.
(e) The treasurer of state shall invest the money in the fund not currently needed to meet the obligations of the fund in the same manner as other public money may be invested. Interest that accrues from these investments shall be deposited in the fund.
(f) Money in the fund at the end of a state fiscal year does not revert to the state general fund.
(g) The board shall adopt rules under IC 4-22-2 to establish a formula to distribute money in the fund to eligible academies. In determining the distribution formula, the board shall attempt to distribute equal amounts to each eligible academy.
(h) All money deposited in the fund is continuously appropriated for the purposes of the fund.

(b) Money collected under subsection (a) shall be deposited in the statewide basic training fund established by IC 5-2-1-13.5 and shall be expended for the purposes of the fund.
