Bill Title: Homeland security matters. Establishes the Indiana advisory security council to advise the governor concerning Indiana's homeland security policy and preparedness and to coordinate homeland security efforts among state agencies. Requires the executive director of the Indiana department of homeland security to prepare emergency response plans to address the following: (1) A failure of Indiana's electrical grid and related systems. (2) An earthquake in the New Madrid seismic zone or Wabash Valley seismic zone. Requires political subdivisions to comply with the National Incident Management System developed by the Federal Emergency Management Agency.
