Bill Title: Automatic dialing-announcing devices. Provides that the statute prohibiting a caller from using or connecting an automatic dialing-announcing device to a telephone line unless certain conditions are met does not apply with respect to messages made in connection with calls made by the state or a political subdivision of the state in connection with certain debt collection activities.
