Bill Title: Electronic reporting of valuable metal purchases. Transfers the authority to regulate valuable metal dealers from the state police department to the state department of homeland security (DHS). Requires a metals business (an automobile scrapyard, automotive salvage recycler, core buyer, recycling facility, or valuable metal dealer) to electronically submit daily reports to the DHS concerning its valuable metal purchases. Requires the DHS to maintain ownership and control of the computer software system used for the electronic reporting and to retain the information for at least two years.
