Summary

Absentee voting. Provides that an absentee ballot that is received not later than noon 10 days after election day is considered timely received if the absentee ballot envelope is postmarked not later than the date of the election. (Under current law, an absentee ballot from an overseas voter satisfying the same conditions is considered timely received.)
