SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Earl J. Carter of Peoria Heights, who
4passed away on October 24, 2018; and
5 WHEREAS, Earl Carter was born in Peoria to Lawrence Q. and
6Pearl (Blake) Carter on October 30, 1934; he married Judith
7Bowden on November 16, 1963, and she preceded him in death on
8April 18, 1984; he later married June Callahan; and
9 WHEREAS, Earl Carter served in the United States Army; he
10was the former Mayor of Peoria Heights, the Richwoods Township
11Supervisor, and a trustee; and
12 WHEREAS, Earl Carter spent much of his life and free time
13in community service; he was on the G.P. Transit Board for many
14years; he was the last surviving charter member of the Peoria
15Heights Suburban Lions Club, where he raised money for local
16charities and those in need; he lived his life with honor,
17kindness, and integrity; and
18 WHEREAS, Earl Carter was preceded in death by his parents
19and his ten siblings; and
20 WHEREAS, Earl Carter is survived by his wife, June; his

1children, Timothy (Karen) Carter and Elizabeth (Blake)
2Blumenshine; his granddaughters, Abigail (Jamie) Swingler,
3Amanda Carter, and Devon and Brook Blumenshine; his sisters,
4Rose and Judy Carter; his step-children, Kenny and Bev
5Callahan; his two step-grandchildren; and his many nieces and
6nephews; therefore, be it
7 RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
8ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
9Earl J. Carter and extend our sincere condolences to his
10family, friends, and all who knew and loved him; and be it
11further
12 RESOLVED, That a suitable copy of this resolution be
13presented to the family of Earl Carter as an expression of our
14deepest sympathy.
