SENATE RESOLUTION
WHEREAS, The members of the Illinois Senate are saddened to
learn of the death of Thomas A. "Tom" Briscoe of Waukegan, who
passed away on May 12, 2018; and
WHEREAS, Tom Briscoe was born in Chicago to Charles and
Lucille (Benarczyk) Briscoe on October 3, 1953; he was a
longtime resident of Waukegan; and
WHEREAS, Tom Briscoe practiced law in Lake County for 40
years; and
WHEREAS, Tom Briscoe was a member of St. Anastasia Parish,
the Lake County Bar Association, the Lake County Republication
Federation, the Waukegan City Club, the Knights of Columbus,
and the Moose Club; he enjoyed volunteering at the First United
Methodist Church's soup kitchen; and
WHEREAS, Tom Briscoe was preceded in death by his parents;
his brothers, Charles and Peter Briscoe; and his sister, Janet
Staib; and
WHEREAS, Tom Briscoe is survived by his children, Kelly
(Dan) Kenny and Patrick (Stephanie Whelen) Briscoe; his
granddaughter, Erin Kenny; his dear friend and former wife,

Cathy Briscoe; his brother-in-law, John Staib; his
sister-in-law, Ruby Briscoe; and his many nieces and nephews;
therefore, be it
RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
Thomas A. "Tom" Briscoe and extend our sincere condolences to
his family, friends, and all who knew and loved him; and be it
further
RESOLVED, That a suitable copy of this resolution be
presented to the family of Tom Briscoe as an expression of our
deepest sympathy.
