1 | SENATE RESOLUTION
| ||||||
2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of James W. "Jim" Loyd of Roxana, who passed | ||||||
4 | away on April 6, 2018; and
| ||||||
5 | WHEREAS, Jim Loyd was born in Centralia to Ira R. and Dolly | ||||||
6 | M. (Kurtz) Loyd on July 6, 1935; his family moved to the Roxana | ||||||
7 | area in 1947, and he graduated from Roxana High School in 1953, | ||||||
8 | where, since the age of 16, he had helped with the construction | ||||||
9 | of the new building; he served in the United States Navy during | ||||||
10 | the Korean War, transporting documents in Washington, D.C.; | ||||||
11 | after his discharge, he returned to Roxana and married Sherryl | ||||||
12 | Pitt; he later married Judy Cleveland, on February 1, 1964; and
| ||||||
13 | WHEREAS, Jim Loyd worked for the Village of Roxana in every | ||||||
14 | department, including the Library Board and the Park Board; he | ||||||
15 | became a police officer and served for 33 years, including 17 | ||||||
16 | as Chief; he was later elected mayor and to multiple terms as a | ||||||
17 | board member; and
| ||||||
18 | WHEREAS, Jim Loyd's life was dedicated to his family, his | ||||||
19 | church, Wood River Community of Christ, and the citizens of | ||||||
20 | Roxana; he was inspired to serve the youth of the community; he | ||||||
21 | supported the DARE program and inspired other officers to | ||||||
22 | follow his passion; he directed church youth camps, and taught |

1 | riflery and pistolry; he was a faithful supporter of many | ||||||
2 | causes, including Backstoppers; he enjoyed mowing the grass for | ||||||
3 | the church on Vaughn Hill and always aimed for a golf course | ||||||
4 | appearance; and

5 | WHEREAS, Jim Loyd was preceded in death by his parents; his | ||||||
6 | sisters, Iona Gordon and Juanita Giddings; and his brother, | ||||||
7 | Jack "Duke" Loyd; and
| ||||||
8 | WHEREAS, Jim Loyd is survived by his wife, Judy; his | ||||||
9 | children, Beth Merkel, K.C. Loyd, and Kirsten Melton; his | ||||||
10 | grandchildren; and his many nieces and nephews; therefore, be | ||||||
11 | it

12 | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL | ||||||
13 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
14 | James W. "Jim" Loyd and extend our sincere condolences to his | ||||||
15 | family, friends, and all who knew and loved him; and be it | ||||||
16 | further

17 | RESOLVED, That a suitable copy of this resolution be | ||||||
18 | presented to the family of Jim Loyd as an expression of our | ||||||
19 | deepest sympathy.
