2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Roger Carlyle Farrar Jr., who passed away | ||||||
4 | on February 22, 2018; and
| ||||||
5 | WHEREAS, Roger Farrar Jr. was born in Rockford to Roger and | ||||||
6 | Carol (Banks) Farrar Sr. on October 8, 1964; he graduated from | ||||||
7 | Lutheran High School in 1982; he earned a bachelor's degree | ||||||
8 | from Southern Illinois University at Carbondale and a Master of | ||||||
9 | Business Administration from Rockford University; and
| ||||||
10 | WHEREAS, Roger Farrar Jr. served with honor and distinction | ||||||
11 | in the United States Marine Corp; he was a police officer for | ||||||
12 | the City of Rockford Police Department for ten years before | ||||||
13 | retiring; he later worked as Manager of the Mobile Unit of the | ||||||
14 | Illinois Secretary of State Offices, as a G.E.D. Instructor for | ||||||
15 | the Booker Washington Center, and as a trainer and educator for | ||||||
16 | Community Care Alliance; and

17 | WHEREAS, Roger Farrar Jr. was an active member of New Zion | ||||||
18 | Missionary Baptist Church, where he served in the Men's | ||||||
19 | Ministry; he was a member of the Omega Psi Phi Fraternity, | ||||||
20 | Inc., as well as the business fraternity, Alpha Kappa Psi; a | ||||||
21 | true lover of sports, he was a devoted football fan and coach; | ||||||
22 | he was the owner of the Rockford Gladiators and coached the |

1 | Rock River Raptors, the Green Bay Blizzard, the Chicago | ||||||
2 | Slaughter, the Chicago Bliss, the Rockford College Regents, and | ||||||
3 | the Jefferson J-Hawks; and
| ||||||
4 | WHEREAS, Roger Farrar Jr. believed in fairness and | ||||||
5 | affording dignity and respect to others; he believed that | ||||||
6 | sports are an avenue for all young people to learn, develop, | ||||||
7 | experience, and grow into the wholeness of life; and
| ||||||
8 | WHEREAS, Roger Carlyle Jr. was preceded in death by his | ||||||
9 | father; and his maternal and paternal grandparents, Kermit and | ||||||
10 | Verma J. Farrar Sr., Ebil Ellis and Nozelia (Banks) Ross; and
| ||||||
11 | WHEREAS, Roger Carlyle Jr. is survived by his parents; his | ||||||
12 | son, Christopher Farrar; his grandchildren, Xavier and Noelle | ||||||
13 | Farrar; his brother, Bradley Farrar; his niece, Regan Farrar; | ||||||
14 | his special friend and companion of many years, Roberta | ||||||
15 | Box-Hanserd; his uncles, Kermit (Elaine) Farrar Mr., and Percy | ||||||
16 | Franklin; his great-uncle, Roosevelt (Catherine) Banks; his | ||||||
17 | great-aunt, Lillian Taylor; his honorary uncle, Willie | ||||||
18 | (Jeanne) Banks; his honorary aunt, Constance (Clint) Walker; | ||||||
19 | his two godchildren, Shamarra Hardy and Shawn Cooper; and his | ||||||
20 | extended family, cousins, and friends; he also valued his band | ||||||
21 | of police department friends, fraternity brothers "roo team," | ||||||
22 | the "Machine Shed" crew, coaches, and players; therefore, be it

2 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
3 | Roger Carlyle Farrar Jr. and extend our sincere condolences to | ||||||
4 | his family, friends, and all who knew and loved him; and be it | ||||||
5 | further

7 | presented to the family of Roger Carlyle Jr. as an expression | ||||||
