SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Roger Carlyle Farrar Jr., who passed away
4on February 22, 2018; and
5 WHEREAS, Roger Farrar Jr. was born in Rockford to Roger and
6Carol (Banks) Farrar Sr. on October 8, 1964; he graduated from
7Lutheran High School in 1982; he earned a bachelor's degree
8from Southern Illinois University at Carbondale and a Master of
9Business Administration from Rockford University; and
10 WHEREAS, Roger Farrar Jr. served with honor and distinction
11in the United States Marine Corp; he was a police officer for
12the City of Rockford Police Department for ten years before
13retiring; he later worked as Manager of the Mobile Unit of the
14Illinois Secretary of State Offices, as a G.E.D. Instructor for
15the Booker Washington Center, and as a trainer and educator for
16Community Care Alliance; and
17 WHEREAS, Roger Farrar Jr. was an active member of New Zion
18Missionary Baptist Church, where he served in the Men's
19Ministry; he was a member of the Omega Psi Phi Fraternity,
20Inc., as well as the business fraternity, Alpha Kappa Psi; a
21true lover of sports, he was a devoted football fan and coach;
22he was the owner of the Rockford Gladiators and coached the

1Rock River Raptors, the Green Bay Blizzard, the Chicago
2Slaughter, the Chicago Bliss, the Rockford College Regents, and
3the Jefferson J-Hawks; and
4 WHEREAS, Roger Farrar Jr. believed in fairness and
5affording dignity and respect to others; he believed that
6sports are an avenue for all young people to learn, develop,
7experience, and grow into the wholeness of life; and
8 WHEREAS, Roger Carlyle Jr. was preceded in death by his
9father; and his maternal and paternal grandparents, Kermit and
10Verma J. Farrar Sr., Ebil Ellis and Nozelia (Banks) Ross; and
11 WHEREAS, Roger Carlyle Jr. is survived by his parents; his
12son, Christopher Farrar; his grandchildren, Xavier and Noelle
13Farrar; his brother, Bradley Farrar; his niece, Regan Farrar;
14his special friend and companion of many years, Roberta
15Box-Hanserd; his uncles, Kermit (Elaine) Farrar Mr., and Percy
16Franklin; his great-uncle, Roosevelt (Catherine) Banks; his
17great-aunt, Lillian Taylor; his honorary uncle, Willie
18(Jeanne) Banks; his honorary aunt, Constance (Clint) Walker;
19his two godchildren, Shamarra Hardy and Shawn Cooper; and his
20extended family, cousins, and friends; he also valued his band
21of police department friends, fraternity brothers "roo team,"
22the "Machine Shed" crew, coaches, and players; therefore, be it

1 RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
2ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
3Roger Carlyle Farrar Jr. and extend our sincere condolences to
4his family, friends, and all who knew and loved him; and be it
5further
6 RESOLVED, That a suitable copy of this resolution be
7presented to the family of Roger Carlyle Jr. as an expression
8of our deepest sympathy.
