SENATE RESOLUTION
2 WHEREAS, After the 2010 General Election, the 97th General
3Assembly was scheduled to be sworn in on January 12, 2011; and
4 WHEREAS, The 96th General Assembly met in a lame duck
5session on January 11, 2011; and
6 WHEREAS, Debate in the Senate on increasing taxes began at
711:16 PM on January 11, 2011; and
8 WHEREAS, Members of the Senate voted in the middle of the
9night for the largest tax increase in Illinois history; and
10 WHEREAS, In the time since this tax increase, the State of
11Illinois has been ranked as having one of the highest tax
12burdens in the nation; and
13 WHEREAS, Since the income tax increase took effect,
14Illinois has risen to have the 3rd highest unemployment rate in
15the nation; and
16 WHEREAS, There will be a General Election held in Illinois
17on November 4, 2014; and
18 WHEREAS, At that election, the voters of Illinois shall

1elect new Representatives and Senators to serve in the 99th
2General Assembly; and
3 WHEREAS, The 98th General Assembly is scheduled to adjourn
4sine die on January 13, 2015 and the 99th General Assembly
5shall be sworn in on January 14, 2015; and
6 WHEREAS, A veto session will be scheduled following the
72014 General Election; and
8 WHEREAS, Illinois Senate President Cullerton has
9repeatedly stated that lawmakers will have to vote on extending
10Illinois' temporary income tax hike after the 2014 election;
11and
12 WHEREAS, The lame duck session and the veto session of the
1398th General Assembly are not appropriate venues for voting on
14any new tax, tax extension, or tax increase; therefore, be it
15 RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
16ASSEMBLY OF THE STATE OF ILLINOIS, that no vote on creating,
17extending, or increasing taxes shall be taken during the veto
18or lame duck session of the 98th General Assembly and prior to
19the 99th General Assembly taking office.
