SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Henry Llewellyn "Chappie" Chapman
4Jr., who passed away on August 15, 2022; and
5 WHEREAS, Chappie Chapman, also known as "H.L.", was born
6to Henry L. Chapman Sr. and Clementine (Coose) Chapman in
7Pekin on December 9, 1937; he graduated from Pekin High School
8in 1955, where he served as sports editor for the school
9newspaper and was a member of the Quill & Scroll Society, an
10international honorary society for high school journalists; he
11earned his Bachelor of Arts degree from the University of
12Illinois in 1960, where he was a member of Alpha Sigma Phi
13fraternity, served on the Junior Inter-Fraternity Council, and
14managed the freshman and varsity baseball teams; he married
15Janice Lynne Zweifel; and
16 WHEREAS, Chappie Chapman began his sales and marketing
17career with Xerox, IBM, and the 3M Company; for those
18employers, and in that order, he lived in New York City, Los
19Angeles, and Chicago; choosing to return home, he was
20transferred to Peoria by 3M to manage its Indiana, Illinois,
21and Iowa region; he was promoted to a managerial position in
22Washington, D.C. in 1976, and that promotion presented a
23crossroads in his life, the choice of which led to his career

1in the Peoria community; and
2 WHEREAS, Leaving the corporate world after 15 years,
3Chappie Chapman joined the Milwaukee-based investment firm of
4Loewi & Company in Peoria, qualifying as a licensed financial
5advisor; he earned the designation of Certified Financial
6Planner (CFP) in 1981, and he subsequently achieved the
7standing of Registered Financial Adviser; he was recognized in
8his profession by election to Research Magazine's Broker Hall
9of Fame in 2000 and was named the first recipient of the
10Wachovia Way Award, receiving that award over a competitive
11field of 11,400 financial advisors; and
12 WHEREAS, Chappie Chapman formed the Chapman Investment
13Group in 2007, fulfilling his dream of working professionally
14with his sons, Tripp and Carter; he remained with the same firm
15through seven name changes for 41 years, retiring as senior
16vice president from Wells Fargo Advisors in 2017; for his
17distinguished career, he received the Wells Fargo Lifetime
18Achievement Award upon his retirement; and
19 WHEREAS, Chappie Chapman was the chief financial analyst
20of WMBD radio and television stations for 27 years; he gave
21daily market reports on WMBD radio between 1976 and 2003 and
22presented a television stock market report on WMBD every
23Saturday evening from 1980 to 1997; he also taught continuing

1education classes in investing at Illinois Central College and
2Bradley University from 1980 to 1998; and
3 WHEREAS, Chappie Chapman loved the community of Peoria and
4served it in many capacities; he was co-chairman of the
5Mayor's Take Pride in Peoria Commission and served on the
6Peoria City Beautiful Sculpture Selection Committee; for his
7service, he was appointed as a commissioner of the Peoria
8Public Building Commission, where he served as chairman
9between 1988 and 1990; in the business and finance community,
10he was on the board of the Security Savings & Loan Association,
11serving as its chairman from 1987 to 1989; and
12 WHEREAS, Chappie Chapman was particularly interested in
13the appreciation and dissemination of the fine arts, both
14visual and audible; he was on the board of the Peoria Symphony
15Orchestra, where he served as chairman from 1980 to 1982; he
16was a member of the Lakeview Museum Arts and Sciences Board,
17serving as chairman between 1989 and 1991; following
18construction of the Peoria Riverfront Museum, he served on its
19foundation board, which led to his appointment by
20then-Governor Jim Edgar to serve as a trustee on the Illinois
21Arts Council between 1990 and 2004; and
22 WHEREAS, Chappie Chapman additionally served as the first
23chairman of the newly formed Peoria Zoological Society from

11996 to 1999; ever a lifelong fan of the St. Louis Cardinals,
2he became an investor and co-owner of the Peoria Chiefs when
3the team became a Cardinals affiliate in 1996; and
4 WHEREAS, Throughout his professional life, Chappie
5Chapman's energies and efforts resulted in numerous
6unsolicited awards; he was named to the list of Outstanding
7Young Men in America in 1970; locally, he received the Peoria
8Area Arts and Science Council's Prescott Bloom Award for
9meritorious service to the arts and was honored by the Peoria
10Zoological Society for his significant contributions and
11leadership roles; and
12 WHEREAS, Chappie Chapman was a man of dedication and
13faith; he was a 40-year member of First Federated Church; in
14addition to attending regular services, he participated in
15congregational activities, including portraying one of the
16three wise men at a Christmas church service and regularly
17appearing in annual Christmas sketches; his dedication to
18humor and parody found an outlet in those productions, where
19one year he played Chicken Little in anticipation of Santa
20Claus; and
21 WHEREAS, Chappie Chapman was a man of taste and
22sensibilities; well-read and well-traveled, he and Jan toured
23the capitals and major cities of the world, where they enjoyed

1many of the best known museums and galleries; in Illinois, he
2had season tickets for the Chicago Symphony and the Peoria
3Symphony, and he was in frequent attendance at the Chicago
4Lyric Opera; he also loved sports throughout his life, as both
5a participant and a fan, particularly skiing, golf, and
6tennis; and
7 WHEREAS, Chappie Chapman was a dedicated family man and a
8gentleman with a joy for life; he was known for being
9compassionate, principled, loyal, disciplined, and goal
10oriented; as a conversationalist, he could hold his own in any
11setting, whether discussing politics, the arts, entertainment,
12or life in general; he will be remembered for his warm smile,
13his cheerful manner of greeting friends and acquaintances, his
14sense of humor, and his eternally positive attitude; and
15 WHEREAS, Chappie Chapman was preceded in death by his
16parents; his in-laws, George and Meridith Zweifel; and his
17brothers-in-law, Robert Powers, Thomas Stanisic, and William
18Dikeman; and
19 WHEREAS, Chappie Chapman is survived by his wife of 50
20years, Janice Lynne Zweifel Chapman; his sons, Henry L.
21"Tripp" (Dina) Chapman III and John Carter (Laura) Chapman;
22his grandchildren, Alia Chapman, Avery Chapman, John Chapman,
23Colette Chapman, and Elle Chapman; his sisters-in-law, Carol

1Dikeman and Joan Stanisic; and his four nieces; therefore, be
2it
3 RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
5Henry Llewellyn "Chappie" Chapman Jr. and extend our sincere
6condolences to his family, friends, and all who knew and loved
7him; and be it further
8 RESOLVED, That a suitable copy of this resolution be
9presented to the family of Chappie Chapman as an expression of
10our deepest sympathy.
