2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
3 | to learn of the death of Henry Llewellyn "Chappie" Chapman | ||||||
4 | Jr., who passed away on August 15, 2022; and
| ||||||
5 | WHEREAS, Chappie Chapman, also known as "H.L.", was born | ||||||
6 | to Henry L. Chapman Sr. and Clementine (Coose) Chapman in | ||||||
7 | Pekin on December 9, 1937; he graduated from Pekin High School | ||||||
8 | in 1955, where he served as sports editor for the school | ||||||
9 | newspaper and was a member of the Quill & Scroll Society, an | ||||||
10 | international honorary society for high school journalists; he | ||||||
11 | earned his Bachelor of Arts degree from the University of | ||||||
12 | Illinois in 1960, where he was a member of Alpha Sigma Phi | ||||||
13 | fraternity, served on the Junior Inter-Fraternity Council, and | ||||||
14 | managed the freshman and varsity baseball teams; he married | ||||||
15 | Janice Lynne Zweifel; and
| ||||||
16 | WHEREAS, Chappie Chapman began his sales and marketing | ||||||
17 | career with Xerox, IBM, and the 3M Company; for those | ||||||
18 | employers, and in that order, he lived in New York City, Los | ||||||
19 | Angeles, and Chicago; choosing to return home, he was | ||||||
20 | transferred to Peoria by 3M to manage its Indiana, Illinois, | ||||||
21 | and Iowa region; he was promoted to a managerial position in | ||||||
22 | Washington, D.C. in 1976, and that promotion presented a | ||||||
23 | crossroads in his life, the choice of which led to his career |

1 | in the Peoria community; and
| ||||||
2 | WHEREAS, Leaving the corporate world after 15 years, | ||||||
3 | Chappie Chapman joined the Milwaukee-based investment firm of | ||||||
4 | Loewi & Company in Peoria, qualifying as a licensed financial | ||||||
5 | advisor; he earned the designation of Certified Financial | ||||||
6 | Planner (CFP) in 1981, and he subsequently achieved the | ||||||
7 | standing of Registered Financial Adviser; he was recognized in | ||||||
8 | his profession by election to Research Magazine's Broker Hall | ||||||
9 | of Fame in 2000 and was named the first recipient of the | ||||||
10 | Wachovia Way Award, receiving that award over a competitive | ||||||
11 | field of 11,400 financial advisors; and
| ||||||
12 | WHEREAS, Chappie Chapman formed the Chapman Investment | ||||||
13 | Group in 2007, fulfilling his dream of working professionally | ||||||
14 | with his sons, Tripp and Carter; he remained with the same firm | ||||||
15 | through seven name changes for 41 years, retiring as senior | ||||||
16 | vice president from Wells Fargo Advisors in 2017; for his | ||||||
17 | distinguished career, he received the Wells Fargo Lifetime | ||||||
18 | Achievement Award upon his retirement; and
| ||||||
19 | WHEREAS, Chappie Chapman was the chief financial analyst | ||||||
20 | of WMBD radio and television stations for 27 years; he gave | ||||||
21 | daily market reports on WMBD radio between 1976 and 2003 and | ||||||
22 | presented a television stock market report on WMBD every | ||||||
23 | Saturday evening from 1980 to 1997; he also taught continuing |

| |||||||
1 | education classes in investing at Illinois Central College and | ||||||
2 | Bradley University from 1980 to 1998; and
| ||||||
3 | WHEREAS, Chappie Chapman loved the community of Peoria and | ||||||
4 | served it in many capacities; he was co-chairman of the | ||||||
5 | Mayor's Take Pride in Peoria Commission and served on the | ||||||
6 | Peoria City Beautiful Sculpture Selection Committee; for his | ||||||
7 | service, he was appointed as a commissioner of the Peoria | ||||||
8 | Public Building Commission, where he served as chairman | ||||||
9 | between 1988 and 1990; in the business and finance community, | ||||||
10 | he was on the board of the Security Savings & Loan Association, | ||||||
11 | serving as its chairman from 1987 to 1989; and
| ||||||
12 | WHEREAS, Chappie Chapman was particularly interested in | ||||||
13 | the appreciation and dissemination of the fine arts, both | ||||||
14 | visual and audible; he was on the board of the Peoria Symphony | ||||||
15 | Orchestra, where he served as chairman from 1980 to 1982; he | ||||||
16 | was a member of the Lakeview Museum Arts and Sciences Board, | ||||||
17 | serving as chairman between 1989 and 1991; following | ||||||
18 | construction of the Peoria Riverfront Museum, he served on its | ||||||
19 | foundation board, which led to his appointment by | ||||||
20 | then-Governor Jim Edgar to serve as a trustee on the Illinois | ||||||
21 | Arts Council between 1990 and 2004; and
| ||||||
22 | WHEREAS, Chappie Chapman additionally served as the first | ||||||
23 | chairman of the newly formed Peoria Zoological Society from |

| |||||||
1 | 1996 to 1999; ever a lifelong fan of the St. Louis Cardinals, | ||||||
2 | he became an investor and co-owner of the Peoria Chiefs when | ||||||
3 | the team became a Cardinals affiliate in 1996; and
| ||||||
4 | WHEREAS, Throughout his professional life, Chappie | ||||||
5 | Chapman's energies and efforts resulted in numerous | ||||||
6 | unsolicited awards; he was named to the list of Outstanding | ||||||
7 | Young Men in America in 1970; locally, he received the Peoria | ||||||
8 | Area Arts and Science Council's Prescott Bloom Award for | ||||||
9 | meritorious service to the arts and was honored by the Peoria | ||||||
10 | Zoological Society for his significant contributions and | ||||||
11 | leadership roles; and
| ||||||
12 | WHEREAS, Chappie Chapman was a man of dedication and | ||||||
13 | faith; he was a 40-year member of First Federated Church; in | ||||||
14 | addition to attending regular services, he participated in | ||||||
15 | congregational activities, including portraying one of the | ||||||
16 | three wise men at a Christmas church service and regularly | ||||||
17 | appearing in annual Christmas sketches; his dedication to | ||||||
18 | humor and parody found an outlet in those productions, where | ||||||
19 | one year he played Chicken Little in anticipation of Santa | ||||||
20 | Claus; and
| ||||||
21 | WHEREAS, Chappie Chapman was a man of taste and | ||||||
22 | sensibilities; well-read and well-traveled, he and Jan toured | ||||||
23 | the capitals and major cities of the world, where they enjoyed |

1 | many of the best known museums and galleries; in Illinois, he | ||||||
2 | had season tickets for the Chicago Symphony and the Peoria | ||||||
3 | Symphony, and he was in frequent attendance at the Chicago | ||||||
4 | Lyric Opera; he also loved sports throughout his life, as both | ||||||
5 | a participant and a fan, particularly skiing, golf, and | ||||||
6 | tennis; and
| ||||||
7 | WHEREAS, Chappie Chapman was a dedicated family man and a | ||||||
8 | gentleman with a joy for life; he was known for being | ||||||
9 | compassionate, principled, loyal, disciplined, and goal | ||||||
10 | oriented; as a conversationalist, he could hold his own in any | ||||||
11 | setting, whether discussing politics, the arts, entertainment, | ||||||
12 | or life in general; he will be remembered for his warm smile, | ||||||
13 | his cheerful manner of greeting friends and acquaintances, his | ||||||
14 | sense of humor, and his eternally positive attitude; and
| ||||||
15 | WHEREAS, Chappie Chapman was preceded in death by his | ||||||
16 | parents; his in-laws, George and Meridith Zweifel; and his | ||||||
17 | brothers-in-law, Robert Powers, Thomas Stanisic, and William | ||||||
18 | Dikeman; and
| ||||||
19 | WHEREAS, Chappie Chapman is survived by his wife of 50 | ||||||
20 | years, Janice Lynne Zweifel Chapman; his sons, Henry L. | ||||||
21 | "Tripp" (Dina) Chapman III and John Carter (Laura) Chapman; | ||||||
22 | his grandchildren, Alia Chapman, Avery Chapman, John Chapman, | ||||||
23 | Colette Chapman, and Elle Chapman; his sisters-in-law, Carol |

3 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | ||||||
4 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
5 | Henry Llewellyn "Chappie" Chapman Jr. and extend our sincere | ||||||
6 | condolences to his family, friends, and all who knew and loved | ||||||
