Bill Title: Urges the United States Congress to repeal the provisions of the Federal Aviation Administration Modernization and Reform Act that require the FAA to develop a plan to expand the use of unmanned aircraft in the airspace above the continental United States and any other territory or possession of the United States, and thereby repeal the FAA's rules that have begun to implement the mandated plan.

SENATE RESOLUTION
2 WHEREAS, Unmanned aircraft are aircraft that are operated
3without the possibility of direct human intervention or control
4from within or on the aircraft; and
5 WHEREAS, These unmanned aircraft are most commonly
6referred to as drones; and
7 WHEREAS, New developments in technology allow the creation
8of increasingly smaller unmanned aircraft that are
9undetectable by the naked eye; and
10 WHEREAS, The United States Congress enacted the Federal
11Aviation Administration Modernization and Reform Act ("the
12Act") which requires the Federal Aviation Administration to
13develop a plan to accelerate the integration of civil unmanned
14aircraft into the national airspace system by 2015; and
15 WHEREAS, Following the passage of the Act, the Federal
16Aviation Administration (FAA) began to issue rules to implement
17the Act's mandated plan, including rules that allow law
18enforcement agencies to operate small unmanned aerial
19vehicles; and
20 WHEREAS, Allowing an increased amount of small unmanned

1aircraft to fly in the national airspace expands the
2government's aerial surveillance capability and threatens the
3protected privacy rights of Illinois citizens; therefore, be it
4 RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL
5ASSEMBLY OF THE STATE OF ILLINOIS, that we strongly urge the
6United States Congress to repeal the provisions of the Act that
7require the FAA to develop a plan to expand the use of unmanned
8aircraft in the airspace above the continental United States
9and any other territory or possession of the United States, and
10thereby repeal the FAA's rules that have begun to implement the
11mandated plan; and be it further
12 RESOLVED, That suitable copies of this resolution be
13delivered to the Speaker and Minority Leader of the United
14States House of Representatives, the Majority and Minority
15Leaders of the United States Senate, and the members of the
16Illinois congressional delegation.
