SENATE RESOLUTION
2 WHEREAS, On October 7, 2023, terrorists launched a
3horrific assault on the State of Israel from Hamas-controlled
4Gaza, murdering hundreds of unarmed civilians and kidnapping
5women, children, and the elderly; and
6 WHEREAS, The assault commenced as the Jewish people and
7the diaspora celebrated the holidays of Sukkot and Shemini
8Atzeret/Simchat Torah; and
9 WHEREAS, Hamas terrorists crossed the border into Israel
10and began targeting unarmed civilians, which included
11countless incidents of rape, torture, and untold cruelty while
12killing at least 1,400 people, becoming the largest targeted
13killing of those of Jewish descent since the Holocaust; and
14 WHEREAS, Hamas terrorists intentionally targeted unarmed
15civilians and killed many, including at least 260 people
16murdered at the Tribe of Nova, an Israeli music festival for
17peace, in the largest massacre in Israel's history; and
18 WHEREAS, Hamas terrorists kidnapped at least 240 innocent
19civilians, including women, children, and infants, from Israel
20and forced them across the border into Gaza; and

1 WHEREAS, Illinoisans were victimized in this horrific act,
2and many Illinois families have been impacted; and
3 WHEREAS, The attack on Israel was an attack on the world as
4citizens from multiple countries were victims, including at
5least 31 American citizens, as well as citizens from Canada,
6the United Kingdom, France, Thailand, Nepal, Philippines,
7Germany, Cambodia, Brazil, Paraguay, Russia, Ukraine, Mexico,
8Ireland, and other nations; and
9 WHEREAS, In response to these terrorist attacks, the State
10of Israel declared war on Hamas; and
11 WHEREAS, Since October 7, 2023, the death toll in Israel
12and Gaza has continued to rise; and
13 WHEREAS, The Hamas terrorist attacks were motivated in
14part to derail peace talks in the region between Israel and
15other Middle East nations, including Saudi Arabia; and
16 WHEREAS, Israel, like all sovereign nations, has the right
17and obligation to protect its citizens from terrorist attacks
18and hostile foreign powers; and
19 WHEREAS, These events delay peace, have and will continue
20to create instability, spur an increase in hostile activity

2civilians, government employees, and military personnel;
