SENATE RESOLUTION
2 WHEREAS, All aspects of transportation in the State of
3Illinois and throughout the United States are in need of
4serious infrastructure improvements; and
5 WHEREAS, Passenger rail and freight transportation has
6become a topic of serious debate when it comes to the
7conditions of railroad tracks and bridges on which trains
8travel; and
9 WHEREAS, It is of utter importance that the State of
10Illinois and the United States strive to improve the
11infrastructure on which these trains travel; and
12 WHEREAS, With the infrastructure of railroad tracks and
13bridges needing repair, it is necessary to identify the tracks
14and bridges that are in serious need of repair so that
15construction can be done to ensure the safety of passengers and
16travel of freight trains; therefore, be it
17 RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL
18ASSEMBLY OF THE STATE OF ILLINOIS, that there is created the
19Task Force on Railroad and Bridge Infrastructure, consisting of
20members appointed as follows: the President of the Illinois
21Senate or his or her designee; the Minority Leader of the

1Illinois Senate or his or her designee; the Illinois Secretary
2of Transportation or his or her designee; the Executive
3Director of the Regional Transportation Authority or his or her
4designee; the Chairman of the Chicago Transit Board or his or
5her designee; the Chairman of Metra or his or her designee; and
6a member representing freight rail service to be appointed by
7the chair of the task force; and be it further
8 RESOLVED, That the Task Force can appoint members as it
9determines to serve as representatives of passenger and freight
10transportation entities or other concerned parties; the Task
11Force may request assistance from any entity necessary or
12useful for the performance of its duties; and be it further
13 RESOLVED, That the Task Force shall conduct in-depth
14research to identify the railroad tracks and bridges that are
15in need of repair so that the necessary infrastructure repairs
16can be done; and be it further
17 RESOLVED, That the Illinois Secretary of Transportation
18shall serve as the chair of the Task Force; the Task Force
19shall meet at the call of the chair; the members of the Task
20Force shall serve without compensation; and be it further
21 RESOLVED, That the Illinois Department of Transportation
22shall provide staffing support to the Task Force and shall

1administer and prepare all reports deemed necessary in
2conjunction with the Task Force; and be it further
3 RESOLVED, That the Task Force shall issue a report with its
4recommendations to the members of the Illinois House of
5Representatives on or before December 31, 2013.
