SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of retired State Senator William "Bill"
4R. Haine, who passed away on August 16, 2021; and
5 WHEREAS, Bill Haine was born to James Delos Haine and Mary
6Alice Haine in Alton on August 8, 1944, the second of four
7sons; he was baptized at St. Patrick's Catholic Church in
8Alton; he attended St. Patrick's Grade School and Marquette
9High School in Alton; he earned his bachelor's degree from St.
10Louis University; he then enlisted and served in Vietnam as a
11member of the First Cavalry Division (Air Mobile) where he
12earned the Bronze Star for Meritorious Service in Combat
13Operations; upon returning home from his military service, he
14earned his Juris Doctor degree from St. Louis University; he
15married Anna Francis Schickel at the Grailville Oratory in
16Loveland, Ohio on August 7, 1971; and
17 WHEREAS, Bill Haine began his legal career as a clerk for
18George Moran on the Fifth District Appellate Court; he soon
19became an assistant public defender while entering into
20private practice with Randy Bono in Wood River; and
21 WHEREAS, Bill Haine's long and distinguished career of
22public service began with his election to the Madison County

1Board, where he served from 1978 to 1988; he was then elected
2to multiple terms as a state's attorney, serving from 1988 to
32002, and as a state senator, serving from 2002 to 2018; he was
4serving on the Illinois Board of Elections at the time of his
5death; and
6 WHEREAS, Bill Haine served as Chair of the Insurance
7Committee, Majority Caucus Whip, and Assistant Majority leader
8during his time in the Illinois Senate and gained a reputation
9for working across the aisle on issues important to Alton, his
10Senate district, and the entire State of Illinois; and
11 WHEREAS, Bill Haine was the legislative architect of a
12sweeping plan to modernize the levee system in the Metro East
13region, an effort that has helped protect homes and businesses
14from flood damage in recent years; and
15 WHEREAS, Bill Haine drew upon his distinguished,
16award-winning law enforcement background from his time as
17Madison County State's Attorney to sponsor, negotiate, and win
18approval of the state's medical marijuana law that balanced
19compassionate use with stringent standards and regulations;
20and
21 WHEREAS, Bill Haine was widely recognized as the historian
22of the Senate, whose telling of personal reminiscences, local

1and state history, and national lore provided not only
2meaningful insight during Senate proceedings but often moments
3of levity; and
4 WHEREAS, Bill Haine was a true statesman and a gentleman
5whose studied and reasoned consideration of legislation and
6practical approach to politics earned the esteem and
7admiration of his Senate colleagues, many of whom considered
8him a mentor; and
9 WHEREAS, Bill Haine became a member of St. Mary's Parish
10when St. Patrick's closed and was often a lector at Mass; he
11was a member of many civic and religious organizations,
12including the Knights of Columbus, the Equestrian Order of the
13Holy Sepulchre of Jerusalem, the American Legion, and the
14Veterans of Foreign Wars; and
15 WHEREAS, Despite Bill Haine's many awards and
16accomplishments, he considered the crowning achievement of his
17life to be his marriage to his wife Anna, whom he met in
18college, and the family they built together; and
19 WHEREAS, Bill Haine elevated everything he did with his
20example, his humor, his good taste, his love of truth, and his
21faith, and his counsel was sought by many; he was a great lover
22of art, music, and, his favorite subject, history; he could

1often be found reading the newspaper or a good book; he was
2devoted to his hometown and took daily walks with his wife
3through the Middletown neighborhood, where he was born, lived,
4and died; and
5 WHEREAS, Bill Haine is survived by his wife of 50 years,
6Anna; his three brothers, Jim (Madeleine) Haine, John (Sue)
7Haine, and Tom (Pat) Haine; his children, Cecilia Philippine,
8Elizabeth (Nathan) Schlueter, Mary (Peter) Burkett, Margaret
9(Zeke) Balan, Alice (John) Stirton, Thomas (Eva Marie) Haine,
10and Joseph Haine; his 38 grandchildren, Alexander (Ashley)
11Jaworski, Madeleine Jaworski, Eleanor Jaworski, Gabriel
12Jaworski, Xavier Jaworski, Leo Schlueter, Helen Schlueter,
13Emil Schlueter, Karol Schlueter, Mary Schlueter, William

2his family, friends, and all who knew and loved him; and be it
