2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
3 | to learn of the death of Leslie Ann Walker Dixon, who passed | ||||||
4 | away on September 4, 2023; and
| ||||||
5 | WHEREAS, Leslie Walker Dixon, the daughter of Arthur | ||||||
6 | DeWitt Walker Jr. and Dr. Jeanne Eugenia Marani Walker, was | ||||||
7 | born in Edmonton, Alberta, Canada on February 20, 1959; she | ||||||
8 | earned her Bachelor of Science in Administrative Science and | ||||||
9 | Psychology from Yale College and her Master of Business | ||||||
10 | Administration in Finance from Rutgers University; and
| ||||||
11 | WHEREAS, Leslie Walker Dixon dedicated her career to | ||||||
12 | ensuring vulnerable and underserved populations had access to | ||||||
13 | high-quality health care, serving as a leader in managed care | ||||||
14 | for 30 years; and
| ||||||
15 | WHEREAS, Leslie Walker Dixon, when serving as Chief | ||||||
16 | Executive Officer of IlliniCare, opened an 80,000-square-foot | ||||||
17 | call center in impoverished Carbondale that employed 350 | ||||||
18 | citizens; and
| ||||||
19 | WHEREAS, Leslie Walker Dixon provided leadership to expand | ||||||
20 | Medicaid statewide from 12 to 102 counties, resulting in more | ||||||
21 | communities receiving free or low-cost healthcare coverage; |

2 | WHEREAS, Leslie Walker Dixon spearheaded healthcare | ||||||
3 | solutions that focused on the social determinants of health or | ||||||
4 | an individual's unique circumstances that impact their health | ||||||
5 | and well-being; and

6 | WHEREAS, Leslie Walker Dixon was responsible for leading | ||||||
7 | efforts to expand healthcare coverage and the view of health | ||||||
8 | disparities, especially among the vulnerable, and to innovate | ||||||
9 | and deliver "whole health" solutions for underserved people, | ||||||
10 | families, and communities in Illinois, Georgia, Indiana, and | ||||||
11 | Ohio, making health care more equitable and accessible; and
| ||||||
12 | WHEREAS, Leslie Walker Dixon's impact on the people around | ||||||
13 | her, on business, and on the community spans far and wide, | ||||||
14 | crossing the barriers of gender, race, culture, and | ||||||
15 | socioeconomic status; she will be remembered for her | ||||||
16 | commitment to supporting the health of our State's most | ||||||
17 | vulnerable and underserved people and communities; therefore, | ||||||
18 | be it

19 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | ||||||
20 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
21 | Leslie Ann Walker Dixon and extend our sincere condolences to | ||||||
22 | her family, friends, and all who knew and loved her; and be it |
