SENATE RESOLUTION
2 WHEREAS, Starved Rock Park is a State park located in
3LaSalle County; and
4 WHEREAS, Starved Rock State Park has seen increased
5visitation, with an average of 2.5 million visitors per year;
6and
7 WHEREAS, Starved Rock State Park is the 11th most visited
8park in the country; and
9 WHEREAS, Increased visitation to Starved Rock State Park
10impacts the local emergency services, including ambulance and
11fire & rescue teams; and
12 WHEREAS, Upon the passage of SB1310, the Department of
13Natural Resources would be allowed to adopt a parking fee and
14an annual pass at Starved Rock State Park to help mitigate
15these issues, with 80 percent of the fee allocated to
16infrastructure and 20 percent allocated to safety purposes; and
17 WHEREAS, Upon the passage of SB1310, LaSalle County
18residents would be exempt from such fees to alleviate the
19impact the increased visitation has on the local residents;

2ASSEMBLY OF THE STATE OF ILLINOIS, that upon the passage of
3SB1310, we urge the Department of Natural Resources and the
4General Assembly to study the impact and the effectiveness of
5the Starved Rock State Park parking fee over a period of three
6years to determine if a parking fee should be enacted in all
7State Parks in Illinois.
