SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Scott Holtan of Coal Valley, formerly
4of Thor, Iowa, who passed away on March 7, 2021; and
5 WHEREAS, Scott Holtan was born in Fort Dodge, Iowa to
6Roger and Lois Holtan on October 2, 1958; he graduated from
7Eagle Grove High School in 1977, where he was involved in music
8and plays; he joined the U.S. Navy after graduation and served
9aboard the submarines USS Lewis and Clark and USS Francis
10Scott Key for six years; he married Barbara Fritz in 1982, and
11they later divorced; he married Anne Raymond in 2000; and
12 WHEREAS, Scott Holtan worked in computer repair and
13customer service for 37 years; most recently, he provided
14support at John Deere locations through Cognizant IT
15Solutions; and
16 WHEREAS, Scott Holtan raised two autistic sons, Ryan and
17Tyler; he always wore autism awareness t-shirts to spread
18awareness on a daily basis and supported the Royal Ball Run for
19Autism; and
20 WHEREAS, Scott Holtan had a passion for serving others; he
21volunteered every Saturday in the food pantry at All Saints

1Lutheran Church in Davenport, Iowa, where he was a member for
2over 25 years; he never met a stranger and always had a smile
3or joke; and
4 WHEREAS, Scott Holtan was preceded in death by his
5parents; his sister, Julie Anna Holtan-Taylor; his brother,
6Randy Holtan; his infant siblings, Sara Louise, Angela Kaye,
7and Thomas Scott Holtan; and his grandparents, Rev. Halvor and
8Inger Bakke and Gilman and Edna Holtan; and
9 WHEREAS, Scott Holtan is survived by his wife, Anne; his
10sons, Ryan and Tyler; his father-in-law and mother-in-law, Ron
11and Marilyn Raymond; his sister, Maria (Kurt) Olson; his
12sisters-in-law, Linda Holtan, Amy (Douglas) Zdansky, and
13Alissa (Martin) Oliva; his brother-in-law, AJ Taylor; his
14aunts and uncles, Mark (Shirley) Holtan, Tim (Dixie Long)
15Holtan, and Bonnie Holtan; his nieces and nephews, Alissa
16(Mike) Williamson, Brittany (Andy) Struecker, Craig (Lolly)
17Olson, Adam (Megan) Olson, Connor and Cody Holtan, Jakoby
18Veronda, Alec (Alli) Veronda, and Emilio, Audi, and Ella
19Oliva; his great-nieces and great-nephews, Scarlett, Julia,
20Walker, Autumn, Anna, Jackson, Ryker, Eden, and Carter; and
21many cousins and special friends; therefore, be it
22 RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
23ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of

1Scott Holtan and extend our sincere condolences to his family,
2friends, and all who knew and loved him; and be it further
3 RESOLVED, That a suitable copy of this resolution be
4presented to the family of Scott Holtan as an expression of our
5deepest sympathy.
