SENATE RESOLUTION
2 WHEREAS, The International Dark-Sky Association (IDA)
3defines light pollution as any adverse impact or effect
4attributable to the use of artificial light at night,
5including but not limited to sky glow, glare, spill light, and
6impaired nighttime visibility; and
7 WHEREAS, Light pollution is known to negatively impact
8human health, public safety, astronomical observations, energy
9security, global climate, and natural ecosystems; and
10 WHEREAS, IDA provides guidance on mitigating light
11pollution with principles that can be broadly applied,
12empowering diverse jurisdictions, communities, and interests
13to select responsible outdoor lighting; and
14 WHEREAS, Responsible outdoor lighting may be designed to
15minimize the impact on the environment to achieve the IDA's
16short-term conservation goal of no net increase in light
17pollution and long-term conservation goal of the restoration
18of intrinsic darkness; and
19 WHEREAS, The IDA develops a range of scenarios and
20guidance for common lighting solutions and provides
21flexibility in identifying how the IDA's principles are best

1applied within local areas to meet valid needs while observing
2all regulatory frameworks; and
3 WHEREAS, Local Illinois governments should be encouraged
4to utilize light fixtures that reduce unnecessary light and
5save energy when they replace light fixtures or build new
6light fixtures; therefore, be it
7 RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
8ASSEMBLY OF THE STATE OF ILLINOIS, that we declare that local
9governments in Illinois should abide by IDA's guidelines and
10lighting principles to help mitigate the effects of light
11pollution produced by outdoor lighting.
