5 | CONCURRING HEREIN, that there shall be submitted to the | |||||||||||||||||||
6 | electors of the State for adoption or rejection at the general | |||||||||||||||||||
7 | election next occurring at least 6 months after the adoption of | |||||||||||||||||||
8 | this resolution a proposition to amend Article XIV of the | |||||||||||||||||||
9 | Illinois Constitution by adding Section 5 as follows:

13 | SECTION 5. CONSTITUTIONAL INITIATIVE FOR ETHICAL STANDARDS | |||||||||||||||||||
14 | Amendments to Section 2 of Article XIII of this | |||||||||||||||||||
15 | Constitution may be proposed by a petition signed by a number | |||||||||||||||||||
16 | of electors equal to at least 8% of the total votes cast for | |||||||||||||||||||
17 | candidates for Governor in the preceding gubernatorial | |||||||||||||||||||
18 | election. Amendments shall be limited to subjects that | |||||||||||||||||||
19 | establish and enforce ethical standards, including campaign | |||||||||||||||||||
20 | finance reform, for candidates for or holders of office in | |||||||||||||||||||
21 | units of local government, in school districts, or in the | |||||||||||||||||||
22 | legislative, executive, or judicial branch of State | |||||||||||||||||||
23 | government. A petition shall contain the text of the proposed |

1 | amendment and the date of the general election at which the | ||||||
2 | proposed amendment is to be submitted, shall have been signed | ||||||
3 | by the petitioning electors not more than 24 months preceding | ||||||
4 | that general election, and shall be filed with the State Board | ||||||
5 | of Elections at least 6 months before that general election. | ||||||
6 | The procedure for determining the validity and sufficiency of a | ||||||
7 | petition shall be provided by law. If the petition is valid and | ||||||
8 | sufficient, the proposed amendment shall be submitted to the | ||||||
9 | electors at the general election and shall be adopted if | ||||||
10 | approved by either three-fifths of those voting on the question | ||||||
11 | or a majority of those voting in the election.

13 | This Constitutional Amendment takes effect upon being | ||||||
14 | declared adopted in accordance with Section 7 of the Illinois | ||||||
15 | Constitutional Amendment Act.
